How to make
  1. Put water and cod in a pot and bring to a boil over medium heat.
  2. Remove any scum, then add sliced ginger and cilantro roots and simmer for 5 minutes.
  3. Add fish sauce, mirin, salt, and black pepper.
  4. After simmering for the specified time, add the pho and turn off the heat.
  5. Garnish with minced cilantro and thinly sliced green onions.
  6. Serve in bowls and squeeze lime over before eating.
